15 people shot, 4 killed this weekend in oakland. and that is left a lot of people wondering what it will take to get the violence to stop. the mayer mayer and police chief spoke about what they think is fueling the violence

and allie rasmus has more. >> reporter: after this violent weekend leaders called on oakland to declare a local state of emergency to get or officers on the street. but today the mayor and chief said declaring a local state of emergency is not an option, not for now. >> we have been operating under a state of emergency already. >> reporter: the chief and mayor said oakland is already getting help from the chp, u.s. marshals and the atf to deal with the violent crimes. >> we have received the same level of resources we would have had we made a formal request. >> reporter: five people were shut at a party sunday night. 11 people shot saturday and sunday and friday 4 people were killed in four separate shooting. 90% of the violent crime in oakland stems from a feud

between two gangs. members range from 18-27. >> there is 1-2% of the population that is causing the violence and we are focused on them. i think that is the difference between what a local state of emergency versus what we are doing right now. >> look, we have got 616 officers. 90 of them are either on light duty or can't work at all. >> reporter: he says the city needs more resources now and leaders should declare a state of emergency to get more officers on the street. >> well, we have the loss of a tremendous amount of life in the city. and so we ought to be willing to ask for folks to come in up and help us deal with the -- in and help us deal with the problem. >> reporter: he said the help

they would get would be short lived. coming up at 6:00 p.m., the long term plan to add new police officers to the streets of oakland. allie rasmus, ktvu channel 2 news. a man is recovering from injuries he received when a fire broke out in his apartment. it was reported after midnight at a complex on affton street. crews found one of the apartments in flames. the man who lived in the unit was the landlord and he suffered minor burns. neighbors heard the man screaming for help. >> i just heard popping sounds and then i heard him yelling call 911. that is what i did. >> officials say the apartment was so badly damage the landlord will have to find a new place to live. oracle says it created a tempiary fix with its java -- temporary fix with its java

software. last week homeland security warned users they are vulnerable to potential attacks. the company says the new fix gives users a chance to reject software before it infects their computers. one experts said they still have critical flaws. apple cut orders for parts for the iphone 5 because of weak demands. apple asks several suppliers to slash orders by half. shares dropped 4% on that news today. the iphone has been losing ground on the cell phone market. the demand is growing for inexpensive phones. samsung asked the court to uphold its ruling on the galaxy

three people but said they would need more time. it could be months. this comes at a difficult time for san jose, crime is up, officers are down and the police department is in a battle with the city over pension reform and healthcare issues. the headline, laree, a deputy chief in the san jose police department has just been named interim police chief for the city. . a teen boy pled guilty for open fire on his classmates. prosecutors say thursday he shot a boy at taft high school and other students. they will try him as an adult. the teen who was shot is in stable condition. judge in riverside convicted a 12-year-old boy for

the second degree murder of his father. the prosecutors argued the boy knew what he was doing when he shot his father who was a leader of the national socialist movement and they claim it was pre-meditated. his attorney said his client grew up in an abusive environment. vice president joe biden turned in his recommendations for new gun control measures today after he met with the gun control task force. some of the considerations are tighter back ground checks, ban on assault weapons. the president offered an update. >> my starting point is not to worry about the politics. my starting point is to focus on what makes sense. what works. what should we be doing to make sure our children are safe. and we are reducing gun
